Falcon business jets will be manufactured outside France for the first time ever under a partnership between Dassault Aviation and Indian company Reliance Aerostructure, announced on Wednesday at the Paris Air Show. Under the deal, the joint venture company—Dassault Reliance Aerospace Ltd. (DRAL)—will assemble Falcon 2000LXS twinjets at a facility in Mihar.

Falcon 2000 fuselage and wing assembly will be transferred to the Northern India plant, and plans call for the first “Made in India” business jet to roll off the line by 2028. According to Dassault, the partnership “represents a significant step in advancing India’s aerospace manufacturing capabilities, while strategically integrating into the global aviation supply chain.”

Established in 2017, DRAL has been manufacturing Falcon 2000 nose sections since 2019 and has assembled more than 100 major subsections for this model thus far. Further, the DRAL facility will be designated as a center of excellence for Falcon business jets, including the Falcon 6X and 8X programs. This also marks Dassault Falcon’s first such center of excellence outside France.

“This new agreement…illustrates, once again, our firm intent to meet our ‘Make in India’ commitments and to contribute to the recognition of India as a major partner in the global aerospace supply chain,” said Dassault Aviation chairman and CEO Éric Trappier. 

The July 7 deadline for holders of FAA certificates who live outside the U.S. to provide a physical address is less than a month away, but problems for the 115,000 such holders are already occurring, according to OpsGroup.

A member of the flight support organization recently tried to complete the MedXpress pre-medical examination form and could not do so without the physical U.S. address, OpsGroup explained. “Since MedXpress and the [U.S. Agent for Service] portal now talk to each other, the system checks for that U.S. address before allowing you to proceed. Without it, you will not get the confirmation number needed for your medical.”

Certificate holders have to use the U.S. Agent for Service portal to provide the required physical address. The address can be any entity or adult (over 18 years old) with a U.S. postal address (it cannot be a P.O. Box or mail drop), according to OpsGroup. “It’s important you nominate someone you trust. They will be responsible for promptly forwarding you any FAA documents and must fully understand the importance of this task.”

Alternatively, a certificate holder can work with companies that offer registered agent services.

OpsGroup warned certificate holders not to ignore this rule because they will not be able to exercise the privileges of their certificate after July 7 and will be subject to enforcement action.

About 1,300 turbine business aircraft are registered in Canada—up some 80 aircraft year over year—versus approximately 25,000 in the U.S. and around 41,000 globally, according to a newly issued market report from Ontario-based business aircraft sales and acquisition firm Levaero Aviation. The report, “State of the Aviation Market 2024,” focuses exclusively on in-production turbine airplanes that have, between Jan. 1, 2024, and Jan. 1, 2025, transacted out of Canada, into Canada, or within Canada.

“The current market brings a new level of uncertainty,” said Levaero. “Potential tariffs on aircraft and key materials could introduce significant cost challenges, altering acquisition strategies and reshaping market demand.”

At the same time, the company added, “We are witnessing a market correction. After years of historically low preowned inventory and surging demand, supply levels are rising, aircraft are spending more time on the market, and pricing is stabilizing.” However, Levaero cautioned that this shift must be considered alongside continued challenges in Canada such as the luxury tax, "which remains a major disadvantage for Canadian buyers and businesses.”

This year’s study expands data into transaction volumes, inventory levels, economic drivers, and broader market trends. New in the report: residual value analysis and statistics on aircraft utilization. In all, market details are broken down for each of 12 jets and eight turboprop models.

MedAire will provide remote medical and security assistance directly to Execaire Aviation’s air services operations under a partnership arrangement announced by the two companies last week at the Canadian Business Aviation Association (CBAA) Convention & Exhibition.

The collaboration seamlessly integrates MedAire’s services application by digitally linking them into Execaire Aviation’s flight operations “Fly Execaire” application, providing flight crews and ground teams with “access to critical, real-time aircraft locations and dynamic risk analysis,” the companies said. The result is a “centralized view of potential medical and security risks along flight paths and at destinations, coupled with real-time aircraft tracking…[that] enables Execaire Aviation to anticipate and mitigate risks more effectively.”

MedAire CEO Bill Dolny said that by integrating real-time insights into Execaire Aviation’s operations, “We’re empowering their teams to make informed decisions that prioritize the safety and well-being of every passenger and crewmember.” Execaire Aviation president Michael Fedele added, “Our partnership with MedAire represents a significant step forward in how we protect and empower our crews and passengers, leveraging real-time intelligence and seamless integration into our flight operations.”

Titan Aerospace Insurance has opened a new office in Dallas between Dallas Love Field (KDAL) and Addison Airport (KADS), offering strategic access for aviation clients and partners.

“Dallas is a pivotal hub for aviation and aerospace activity,” said Titan Aerospace Insurance CEO Jon Downey. “Establishing a presence here allows us to better serve our clients and partners in the region, offering them direct access to our specialized services and industry expertise.”

The office is led by Jason Hendrix, president of retail operations, and includes Downey, v-p David McKenzie, and v-p of sales Miller Stallings. A group of experienced account executives supports the leadership team.

The Dallas office expands Titan’s existing network, including locations in New Bern and Greensboro, North Carolina; Atlanta; Memphis and Knoxville, Tennessee; and Denver.

Titan Aerospace Insurance offers customized insurance coverage for general aviation operators, corporate fleets, fixed-base operators, drones, and space and satellite operations. The company is a subsidiary of Titan Aviation Fuels and leverages the parent organization’s network and long-standing aviation industry expertise.

Business jet developer Otto Aviation received a nearly $500 million incentive package from the state of Florida to establish a manufacturing facility and headquarters in Jacksonville as it moves forward on its ambitions to bring its Phantom 3500 business jet to market. Florida Gov. Ron DeSantis announced the plans on Monday at the Paris Air Show.

Based at Jacksonville's Cecil Airport, the plant will occupy nearly a 100-acre parcel and serve as the primary site for final assembly of the Phantom twinjet. Otto is relocating from Fort Worth, Texas, to Jacksonville and will begin operations in Hangar 825, which was built by the U.S. Navy for aircraft fleet operations, as it develops the 850,000-sq-ft manufacturing plant. 

In announcing the incentives, the state estimated that the facility would generate 389 high-skilled and high-wage jobs. The package includes more than $430 million in corporate income tax credits and high-impact performance incentive grants, along with a $35 million incentive package approved by the Jacksonville Aviation Authority and a $20 million revenue enhancement value grant from the city of Jacksonville.

The incentive package comes as Otto moves forward with plans to assemble and fly the light jet in 2027, with service entry expected in 2030. Speaking to reporters on Tuesday at the Paris show, Otto Aviation CEO Paul Touw said he anticipates building up to 1,600 Phantom 3500s between 2030 and 2040.

Gama Aviation has completed the acquisition of Capital Air Ambulance from Centreline, expanding its fixed-wing medical repatriation capabilities in the UK market. Finalized on June 10, the transaction transfers Capital’s operational team and resources to Gama Aviation’s Special Mission strategic business unit.

The acquisition enhances Gama Aviation’s existing Care Quality Commission and European Aeromedical Institute approved clinical operations while expanding its pilot workforce and flight operations capacity. Capital Air Ambulance previously operated as a specialized provider of rapid response medical repatriation services, offering guaranteed bed-to-bed transport solutions.

“Strategically, the acquisition allows us to achieve two complementary activities: one, grow our share of the repatriation market and two, enhance the productivity of our air ambulance fleet,” said Mark Smith, Special Mission managing director. “With this deal, we will achieve both in a shorter timescale and with less execution risk than if we had organically grown our existing share of the repatriation market.”

The consolidation positions Gama Aviation to capture increased market share in the UK medical repatriation sector while optimizing fleet utilization across its air ambulance operations. Clairfield Limited served as the transaction advisor for the acquisition process.
